    I would say Freewebs.
    It has site builder and html version.
    It also has some good tools to use like,
    music players, gallery, and lots of other stuff.

    I know you’re looking for free web hosts, but might I recommend going with 1&1 hosting, because they are very solid, upgradeable and have site building tools integrated. that or lunarpages.
