    I would suggest hiring a website designer to create one for you. If you want to build an online store, there is a lot of security issues to take into consideration, like storing credit card information and what not.

    One place to start is to look at magento themes and find one you like. www.themeforest.com is where I find a lot of quality themes.

    With Bluehost, you can get a free builder and only pay for the hosting, which is very cheap. I have to say Bluehost or GoDaddy are about your cheapest places to go. They both have good reputations, too.
