    Hope you have received the email with your account information. If you have associated any domain with that account then you can go to yourdomain.com/cpanel – it will take your to control panel

    Also there would be instruction on how to access your control panel. On control panel you can install scripts, upload files, create email etc.

    You need to visit https://secure.hostgator.com/~billing/ and login there, you will find the pending invoice which you need to pay using credit card or paypal.     I guess you just need to pay.
    Once you have paid you will receive all the instructions to use the service.
    You should receive a welcome email with your ftp addres, username and password.
    See if they offer an online website builder tool.
    That would be useful for you if you have not got much experience in web design.
