Is there a place I can find free website templets I can use and add to for my site?

Where can I learn the easiest way to use CSS?

Is there any program that is free to use to build a nice website for beginners?

"Is there a place I can find free website templets I can use and add to for my site?"
Google "free site templates" (note spelling)

"Where can I learn the easiest way to use CSS?"
    http://www.w3schools.com/Css/default.asp

Eclipse (Google "download Eclipse") is free development IDE for many programming languages, including HTML/Javascript/CSS.
Download Firefox browser and Firebug add-on for Firefox, it helps a lot with web development…

Multilingual site setup will depend on what your hosting will support, Apache web server supports multilingual setup on server level so it requires no scripting, in other cases you might need to script Multilingual functionality yourself…
