I agree with Edward above. What you are asking for is like an ad for Powweb. They have exactly what you are asking and more. In addition to WordPress and PhP forum they offer gallery2 and Joomla. I think they have more important apps than other hosts.
They also have great support around the clock with instant chat support. Your domain name is included unlike some of the others, and there really are no limitations on space or resources.
To make it a done deal, they have the best LEGITIMATE price around. I say legitimate because there really are some shady offers like .03 cents around. Personally i wouldnt use a service that sold themselves for three cents.

Most linux based web hosts have one click install support fort wordpress. One thing to watch for is that the version of wordpress is usually an older one and may have security issues. Ideally you should install the latest version directly from the wordpress site and follow the 5 minute install instructions at http://codex.wordpress.org/Installing_WordPress#Famous_5-Minute_Install
